I think it can be a pretty big deal. The poor quality can be distracting - sometimes it can wreck the video. It depends what the problem is, if it's just an occasional image breakup it isn't normally a problem, but some videos are just a pixellated mess. I can forgive older videos where they had to be made using VHS footage, but in these days of DVDs and good quality codecs it's unforgivable. Heck, you can even get decent results from fansubs with a little effort! I think I've got it... unless I deleted it. I don't remember it really striking me, but maybe that's because I hadn't seen any Tenchi (still haven't, except for the manga), and so since I didn't know who anyone was, it seemed kinda slow and boring. Most of it was blurry around the edges that it felt like looking through a fog. One or two points were just 100-150 blocks on the screen. Crap-ass quality. I knew what each scene was because I've seen the movie a couple times, but it was still crap-ass quality.
And yet... the video focused on the developing relationship between Achika and Noboyuki, how they met, the attack of Kain, the birth of their son, Tenchi. Despite the crappy-as-shit quality, it was a nicely constructed video.

That said, I don't think a "minimum standard" could work. It's too subjective, the only way it could work is for poor quality videos to be reported to the site admins who would then have to watch it and decide if it should be deleted (I'm sure they'd love that!) The only way to combat low-quality videos is to leave constructive ops and hope the creators take note
