Fourth episode of Paranoia Agent, the focused character (his name escapes me, the fat, middle-aged cop) of that episode mugs an old lady by means of bike.
There's also an episode in X where Satsuki is riding a bike. Although I'm not sure which episode number, it consists of a whole car-bike chase scene [full of intense action].

I believe that's episode 7 found in the third volume.

Full Metal Panic Fumoffu will have a great bicycle scene. It has a chase theme so if you want something calmer you might have to look elsewhere.

Card Captor Sakura - Touya and Yukito ride bicycles to school.

Prince of Tennis - Momoshiro rides a bike a lot, and Ryoma's dad rides one at least once (crashing into Momo, but that's besides the point).

Revolutionary Girl Utena - there's a flashback episode where young Saiyonji and Touga are riding double on a bicycle, they look about 12 yrs old.

Card Captor Sakura - Touya and Yukito both get shown riding their bikes in about each episode, and there's one episode where Touya's bike rides by itself - nice footage if you want to cut and paste a different anime character onto it.

Yu Yu Hakusho - Yusuke actually rides a bike chasing after Sniper (the one mentioned with the motorcycle), only he's riding really crazy-like and it would fit more for a comedy scene - there's a part where he rides right past a car and the expressions of the driver is hilarious.

Magic Users Club - the redhaired girl rides a bike, she even 'flies' the bike at one point making for some panty shots before she crashes. I think the dark-haired girl rides a bike, too, but (all this in the first episode), but I can't say for sure.

There's a bike in Haibane Renmei that Kanna and Rakka use. Reki also has her own scooter.

In FLCL, Haruko owns a Vespa. She hits people with it. It's actually really funny. The entire ending credits also features a vespa.

Inuyasha also has Kagome's famous bike that she carries between worlds.

My Neighbor Totoro - dad & the girls riding bicycle to see mom; also the bratty boy who rides a bike that's too big for him.

Kiki's Delivery Service - long scene, Kiki and boy ride the bike with a propeller on the front of it.

Hoshi no Koe - brief scene with couple on a bike.

APC Cat Girl Nuku Nuku OAV - a couple of scenes where Nuku blasts across town on a bike, once with a sidecar attached.
