Katie, are you asking anime or regular movies? The movie "The New Guy" has a few scenes where they laugh at a guy. I think Weird Science has some too but I only have on VHS so I wouldn't be able to send to you.
For anime I'm thinking Kiki's delivery when they laugh at Kiki's suggstions but not at her directly. Mini Goddess adventures has Skuld laughing at Urd for about 4 seconds. Then of course the animated Arthur series when they have flashbacks. -
