Unless it will mess up the mood of the video, like if your videos all color and you throw in a random grayscale that would be lame, same if one scene is hued out of existence while the rest are normal it would look stupid; :P so that idea mostly only works for really DE'ed videos.

Introduce the repeated scene differently, unique in it's own way to set it from it's predecessor e.g. set to black and white or a sepia tone done properly.

It will depend on your concept of the video and/or the scene.

This is a video I that reuses many scenes, but does it very effectively. (Just ignore the improper video aspect ratio. :| )

It's acceptable to recycle scenes if you are trying to induce a feeling of deja vu onto your viewers, or a "WTF? Did I just see that scene repeated?" IF it fits into the video's theme.

Sometimes people will do this to give emphasis on an important scene, either as a flashback, or as character's recalling an important memory or event. As mentioned earlier, many times the repeated scenes are done in black & white, sepia tone, or with a soft-edged border to make the flashback more distinct.

If it's done just to fill time, then that's bad. You would be better off editing the song shorter or waiting for more footage to appear (if it's an anime that is still continuing/airing).

don't repeat scenes unless it's a comedy.

Actually, now that I think about it, scene repitition works sometimes, but usually only in comedies, like Minion said. This video is a perfect example of when scene repitition works in the video's favor.

Also, I think if you use the scene as part of a blinky sequence (as in, its only blinked on the screen for a split second, possibly with a bunch of other split second clips forming a strobe type look.), but then you use it as a longer scene later, that's usually still ok, since its normally not ingrained into the person's mind. .. if they even saw it at all. Just as long as its just one of the blinky clips (maybe 2 if its a longer strobe/blinky sequence) and not all of them unless, as people said, it fits with the story line

I would say it's fine as long as it's calculated and intentional. Anime repeats scenes for symbolic effect all the time (not just comedy, either) - don't see why an AMV can't/shouldn't. On the other hand, you had better know why you're doing it and what effect it's gonna have. If you just want to throw it in as a filler without thinking of how it's gonna affect the composition and flow of the video - then don't do it.

I've done my share of repetition in comedy and non-comedy videos, and it worked out as long as I did it responsibly, I think.

Repeated scenes are awful unless repeated for the exact same purpose.

If you use the same scene 2x for a different sound effect / part of song, it is very obvious.

Also, repeating clips are very conspicuous if you only use them 2x. If you're going to repeat, you must use it VERY OFTEN or it fails.

My statements here hold true:
See suberunker studeosh's FOOTBALL (check.)
See a certain chrono crusade vid I saw a while back that sucked (failed, so check).

Anyone have a problem with these rules?
