It will depend on your concept of the video and/or the scene.

It's acceptable to recycle scenes if you are trying to induce a feeling of deja vu onto your viewers, or a "WTF? Did I just see that scene repeated?"
IF it fits into the video's theme.
Sometimes people will do this to give emphasis on an important scene, either as a flashback, or as character's recalling an important memory or event. As mentioned earlier, many times the repeated scenes are done in black & white, sepia tone, or with a soft-edged border to make the flashback more distinct.
If it's done just to fill time, then that's bad. You would be better off editing the song shorter or waiting for more footage to appear (if it's an anime that is still continuing/airing).
