Depends on whether it's an editing block or a motivational block. If it's an editing block, there are a number of things that I do:
1. Sleep on it. An idea usually comes to me in a week or so.
2. Ask people to beta my video. When doing that, it's helpful to not only get suggestions on what to do about the "blocked" part but also to get feedback on the general sense of a video. Sometimes seeing the overall picture can help you realize what to do with a specific section.
3. Watch the source footage really fast, like in 32x speed.
4. Watch other people's videos for inspiration.
#4 at least keeps me from a motivational block, which really can't be helped. When I really don't feel like editing, I always manage to find tons of ways to keep myself away from amvs.
