Unless you also happen to use your editing skills to do stuff with home movies, or want to capture shows off TV for archival, in case those shows don't see a dvd release. Something else I'd like to bring up:
This affects what the PC fundamentally is. It will no longer be open for you to tinker with, because that introduces the possibility of contaminating the pure, locked-up system. Think about what that entails.
(1) your monitor and video card will have to be certified, as well as all related software components
(2) your speakers, headphones, and sound card will have to be certified, as well as all related software components
(3) any recording devices you may use will have to be certified, as well as all related software components
It hurts you A LOT. All AMV tools fall into one of those categories.

Now am i thinking too much into this, or would this technically make any computer related tech schools bastions of illegal activity and therefore destroy the future of technologial innovation? There is a provision in the bill for "professional devices" (you did read it, right?) Such devices would be excluded from this bill.
Of course, it's damn difficult to define what that is, at least in today's market: what was "professional" one year is in the hands of lowly consumers the next! So what do you do then?
This will force intentionally crippled software upon consumers, and make any sort of "premature" attempt to obtain professional gear (for ANY reason) illegal. The penalty will lie with both the producer of the gear and possibly the consumer.
Basically, this will give multimedia production equipment the same status as weapons: safe only for a select few, and God help the United States, Britney Spears, and Madonna if anyone else has even a chance in hell of obtaining those same capabilities.
http://www.gnu.org/philosophy/right-to-read.html isn't exactly what I would call high fiction, and it's only loosely related to this problem, but it's often been ridiculed as "impossible" by many people who read it. I think this latest bit of legislation is a good example that it may not be so loony as it seems.

Bear in mind trythil's weapons analogy. It'll probably be illegal under this law to import devices that circumvent it, just like the 1986 machine gun ban also covers arms built in other countries since '86.
And unlike the case with "pre-ban" weapons, the analog->digital gear we have right now may be invalidated by changes to the capturable formats to come later. Sure, there will always be a torturous process to get through the analog hole, but as the level of difficulty increases, doing so will be possible only for commercial pirates, rather than people who don't have the prospect of criminal resale as an incentive.
