Best Software for beginners

I have only used WMM so far in my vids but there are certain things I would like to start to do as far as adding effects but WMM is the best software out there so what would you recomend that is easy to use, dosen't demand a super powerful computer,and is reliable.

Anything from mid-level to high-consumer level video editing software.
