Watching VHS through PC

The title pretty much says it.
Yea it might sound insane watching VHS nowadays on PC but I heard theres a way.
And dont get me wrong, its only for watching, not capturing.

So anyone up to telling me how to do this step by step? Or giving me a link to solve the following?

System Requirements and Step by Step procedure to setting up and watching, etc.

That is what I have. Of course if you get the one without the remote control it is much cheaper. You can find that in retail stores such as Best Buy.

Yea I have TV tuner card too
and I heard thats pretty much the main thing you need for various VHS ->PC needs.
Ok I think I got the requirements covered.
Now all i need to know is how it works
