I haven't seen the anime but I did a review for Consequences of War and the anime used seems to fit your description.
Also, there is an anime where people are always shooting off this giant cannon, callled uh... damm my mind is blank today. I'm sure somebody knows, it's that one where this whole town is geared toward the 'war' and has sort of a Phillip K. Dick style plotline to it.

and yeah, i scaned through some reviews of jin-roh , hopefully its bein released in australia, or is soon to be. il surely get it. thanx for the sugestion from everyone

Yeah, that would be Jin-Roh then. Though it's a bit more personal conflict with civilians fighting for a cause than it is soldiers fighting for a cause. Again though, this is an anime set in a war torn era with smaller battles being fought and not a soldier film (though it incorporates many an element). Good luck.

From what little I've seen of it, Votoms is actually post-war (the series picks up just as a grand-scale war is winding down.)
Overall, some good recommendations so far (seconding the Berserk vote)
Two other recommendations:
Gundam 0080: War In The Pocket (a lot of people dislike this one for being light on mechs, but if you're looking for some side-effects of war, this could be one to look into)
and
'Cannon Fodder' from the movie Memories (kind of a civilian perspective, but still could be worth taking a look at...)
