Not really, if you feel it works without it. What about doing it in the style of the muted movies from the era of the start of the cinematography? Etc, etc. Music is usual, but nowadays, it's not completely necessary. From the point of Anime/Music (Videos) - silence can be taken as a kind of music, while non-anime animation can't be taken as anime animation.

1) sometimes not... if you use early anime (they are fairly proportional... and then there're early bishounen anime with really long and pointy noses... etc :>) But yeah, generally.
