IN SOVIET RUSSIA, TV WATCHES YOU!
Anyways...
Yeah, I agree with dokool. Pretty much any action/sci-fi is bound to have them. There are also a few series that aren't the above and have them (AH! My Goddess, and I think Hoshi no Koe has a scene, but that's action, sci-fi).

Wow... All action... With the exception of Excel Saga...

Witch Hunter Robin has lots of scenes where the characters watch security monitors. . . not exactly a TV, but it looks the same and gives the same effect. There are also scenes where either just one person is watching the screen or multiple characters are at once. You can always change the content of what they're watching to make it fit if necessary.

Also X has several scenes where characters will walk by an outdoor TV or such. The Love Hina Christmas special also features the outdoor TV thing (might not work since it's obviously Christmas in the special). The Love Hina anime has TV scenes in the episode where Naru becomes a singer. . . about halfway through the series, but I'm not sure of the episode number. Eva obviously has lots of monitors/TVs. Come to think of it. . . there are probably a lot more that would work as well. Maybe you should tell us what you have access to and we can make suggestions from there instead of naming a bunch of animes that you may not have.

Magical Shopping Arcade Abenobashi episode 10: Fluffy, Bubbly - Abenobashi Fairy Tale Shopping Arcade; and Yu Yu Hakusho episode 22: Lamenting Beauty, near the beginning of each episode.
