Most of Indiana didn't observe it either, until 2006. We encountered this when we went up there a few times during the summer (in 1994, 2000, and 2001), since Burns City was in the no-DST area. Compounded onto that was the fact that it was in the Eastern Time Zone, so you could have a 2-hour difference from television broadcasts coming from Illinois.
