Но, не смотря на это, их численность постоянно растет за счет населения все новых деревень и городов, которое, как должно быть известно Вашему Императорскому Величеству, ранее выражало свое недовольство по поводу высоких налогов и ужесточившихся наказаний. Также, нам удалось установить, что самая крупная и влиятельная группировка мятежников скрывается в районе города Тускур, уничтоженного по приказу Вашего Императорского Величества три месяца назад всвязи с подозрением в укрытии его жителями лидеров прошлого восстания… ”
