Ok...guilty pleasure but I love those FreeCreditReport.com commercials. I think they are snappy. I relate to this pirate one too since I too have worked a stupid job to repay debt.
The quality of this video should be vastly superior to my last one as I removed interlacing and feel I have a sense of the basics after a tutorial.
STILL- While I like this video...it didn't come out as well as planned. Well as long as I continue to improve please forgive me.

SO CONCEPT-
Luffy is dressed like a pirate because he IS one. The tweak on the commercial is for a pirate like Luffy he belongs on the sea, fighting, doing piratey things so he really is not pleased working at Zeffs place (nor is he very good at it).
