When I vote for a banner I looks for a few things:
1) Can I read it? - This is most important, if I have any trouble reading it I deny it right away
2) Is it too busy? - Yah, this is subjective, but I see a lot of banners that just have SOOO much going on, every once and a while one pulls it off cuz it's a .gif or because it's designed well, but most with clutter get rejected right away
3) Slogan? - If the slogan or saying seems like it's trying too hard to be funny or whatever I reject it. I really try and only approve ones that have slogans or sayings on them that aren't like...corny or stupid. Plus tryhard memes usually get an immediate rejection from me, unless it's presented well.
Those are the main things I look at personally. Idk what others look at, but keep that in mind :D -
