    Easiest and most accurate way i found to do it was an effect called "CC toner" in After Effects. For the mid color on the effect, just use the eyedropper to select one of the colors from the red image.

    I've been messing around with whats available in Premiere, and I havent come across anything that really gets it quite as accurate yet, at least not very easily. You might try the black and white effect, followed by Color Balance. I also got a kinda decent result with just the Tint filter, just make sure to pick the colors from the image you are matching to.
