My monitor is screwing up big time, the flickering is driving me nuts! Now, if it dies I won't be able to replace it for months probably, not like I could get a new one now since I can't even get some damn $7 RAM! ;-;

Well, the FTP server crapped out but I got a web server running, but I can't really post it here because I don't need everyone draining my cable connection. :p

Well, tis your choice. But for my system 98SE & ME work with no glitches at all, the only problem I have with ME is that it's a bit of a memory hog, but you can work around that my hacking the registry. Now if I do remember right you're processor is about 100mhz faster then mine, and you probably have more ram too, so either of those OS's shouldn't have any glitches, unless you're an idiot, which I kinda doubt if you can work Premiere.
(Personally I'd be running NT but my VCC driver won't work with it. ;-; )
