Small Question
I was wondering if I should use TMPGEnc before I edit my footage or after I finished editing my footage.

What do you want to use TMPgenc for before editing? [Although you can use it to convert files to huffyuv, mjpeg, etc. encoded files, if that's what you mean.]

Generally TMPgenc is used for final encoding into Mpeg2 for contest distribution or as a master Highter quality version and so use if after editing..
All you need prior to editing is to rip the DVD(s) and then put the footage into a usefull format for editing... The guides explain that in detail...
