Part of this depends on what kind of villains you want to use, really.
If you're just doing villains in general, here's some fun ones that don't get a lot of AMV attention:
Yazan Gable (Zeta Gundam) - The man's an openly bloodthirsty thrill killer, and certainly not above murdering his own comrades for spoiling his 'fun'
Katsuhiko Jinnai (El Hazard) - A lighter touch as villains go, only technically evil by his own choice (he believes destiny has chosen the protagonist of the series to be his rival.)
Pasdar and the 4 Machine Kings (GaoGaiGar) - These kind of run the gamut from the actually devious (Pizza) to the creepy/amusing (Pinchenone) but they could definitely make an interesting group for vid material if done right
Raoh (Hokuto no Ken) - Psychotically powerful and uses said powers to try and bring order to the wastes of the future by force (hence his other name 'Raoh the Conqueror')
Jagi (Hokuto no Ken) - On the other end of the spectrum, Jagi is the ultimate snake in the grass. Spiteful, malicious, and deceitful, he'll use any trick, regardless of how underhanded, to win a fight (and, to this end, to settle his vendetta with Kenshiro.) He's also not above torturing the innocent for his own entertainment.
and, if you can find the anime version for this
Dio Brando (JoJo's Bizarre Adventure) - Take the above descriptions of Jagi and Raoh...mix them together and add a MAJOR dose of showmanship and you almost have Dio. A seemingly immortal vampire who's waged battle with three generations of the Joestar family (at least) and used every trick, cheap and powerful, to fight them (you might recognize his infamous Stand 'The World' from the numerous internet parodies (with the steamroller and the cry 'WRYYYYYYYYYYYYYYYYY!')

clarification
The song I'm using is Can't Bring Me Down by Suicidal Tendencies...so pretty much i need villians that are fought multiple times withing a serious, such as Sephiroth, Seymour, etc

Villain salute vids have definitely been around for some time Personally, I think this is one of the best of them
