Can you be more specific? Are you asking about MPEG-1, MPEG-2, or MPEG-4?

Well, technically, most editing software can use the codecs listed above with a bunch of trickery. But since they are lossy codecs and use to varying degrees b-frames and such, you'll run into mucho problems eventually if you need frame accuracy. So programs that state that they import the various MPEGs like Magix, Nero, Ulead, etcetera, can edit with, but possibly not accurately enough for AMVs that need any kind of precision.
Having trouble playing back videos? I recommend: Image

Those are direct DVD rips. They are MPEG-2 files of a sort, but not a sort readably directly by most editing programs - not that you want to use them directly anyway.

technically, you can edit with VOB / Mpeg2 files directly (with Magix MEP10, at least - I did it for my first full-length video), but it is normally suggested you go the lossless AVI route.

I use to just re-label the ripped VOB files as an MPG file, take them into my mpeg-clipper to make clips, and use that for my video - but I know better now :)

hope this helps some...
