Ummm... I have a video converter and if I recall correctly and AVI file IS and mpeg file. Though I don't claim to know what your media deal is.

um no...

an AVI is a container file (think that's the term) that can hold audio/video file in different types of compression (or no compression).

an mpeg file is a compression format (I think that this is correct). Mpg2 is what DVD's are encoded to while VCD's are mpg1.

To answer the original posters question, to convert an AVI file to a mpg file, you will need tmpegenc or any other commercially available mpeg compressor.
