Funny you should mention CCS in specific, I've made one amv featuring Sakura, and I had someone accuse me of stealing footage. Why would they say that when the quality was obviously dvd rips? Because I used the most important (and significant, and pretty) scenes in the anime - the same scenes that appeal to anyone making an amv for that character. I've never watched a CCS vid featuring Sakura before (I've only downloaded one CCS vid - it was for Touya and Yukito). I had no idea I was reproducing scenes to the point where I'd be accused of theft. My first response is this; If an anime has a limited number of significant scenes for a given character, any amv for that character is almost necessarily going to use those scenes. Show me a Vegeta-Goku amv that doesn't show clips from the Majin Vegeta fight (one of the most important aspects of their relationship, after the Frieza arc).
I know there's a huge rash of theft, but I don't want anyone to start thinking "they use the same scenes, they must have stolen them." First, I'd recommend you check the quality of the scenes - second hand footage does not look like dvd footage, even with filters. Second, check the order of the footage - if the scenes are in the same sequence they are in the anime, chances are good the person took that order right from the anime - not from another amv. Third, keep in mind the source anime being used - the scenes available are limited according to the anime (unless you use doujinshi, fanart, and manga scans to make up your own footage). Just because two CCS vids use the same scene of Sakura sprouting wings for the first time, that doesn't mean one of the creators stole from the other. It means they both used the same anime.
/pet peeve - the only time I've ever been accused of theft, all because I made a vid featuring a popular character. I never got that with my yyh vids, and the quality for most of those was much lower. ~_~
