To answer the original question:
Yes, there are good and bad anime. The problem is that 'good' and 'bad' can be highly subjective. I'm sure we can all think of examples of videos with horrific visual quality, that was still fundamentally a good video, especially if you go back and look at some of the popular ones from a few years ago. Plainly however there are many videos that I think we can all agree plainly suck, on every level. Sometimes effort does not equal quality, or entertainment.
As for how your video compares to other videos, unless you're directly competing, who cares? Same deal for people that only watch videos of certain anime, or artists.. it really all comes down to just putting anime to music. Some of us are better at it than others, ideally we all want to improve to the point that we can more closely match our vision within the medium.
Reasons I watch: Random, I like the artist, Op exchange, or I'm at work.
Reasons I Edit: Guilt, I'm at work, or I feel like it.

There are good and bad amvs, it's just a matter of defining them. You have a good amv, or you don't, or, in the case of bad amv's, you have two types:
1) the kind that just really suck
2) *the best way to preview an anime in my opinion* A fan made trailer with background music disguised as a poorly edited amv.

I pretty much agree that there's going to be, in some cases atleast, a fan bias in the judgment of a video. Someone who detest pop music and shojuo anime isn't going to likey find a Sailor Moon video to a Britney Spears song that favorable. Does that mean they shouldn't be able to see a good video despite what they think of the criteria? Of course not, but some just couldn't. It's like so many guys couldn't see a yaoi video as "good", no matter how hard they try or how great the video was executed...because it goes back to, as said, the finished product getting judged, not all the work you actually put into it.
Of course, this isn't always true. I definitely think though, people who just watch videos are going to judge based on anime/song composition more than technical aspects than someone who edits themselves and actually knows what it is to put work and effort into the creation of them. But eh, I can live with that.
Oh, and to answer your question, yes....definitely yes.
