Good point. I always read it if it's short. If it's long, I might skim it, but if it's a vid I really really like I try to read the whole thing (except maybe lyrics, specs, etc). I think the lyrics and such should be there for completeness' sake though, if it's not completely redundant.

Short, read before. Long, read the beginning, skim, read afterward if I liked the video - chances are it's an explanation that I won't really get unless I've seen it. If you're incoherent or illiterate I won't bother... I probably won't bother getting your video at all, but that's another story.
I write long ones, but don't expect people to read them all. But people, for your own sakes, at least read the first damn line. I had a review on my MEP track yelling at me about how it wasn't the whole song and there were parts of other songs faded in and out of the beginning and end.
They would have understood this had they bothered to read about five words into the intro. You only make yourselves look dumb, so please, at least skim it for important things.

It depends.
Sometimes I read it because I've got nothing better to do. But most of the time I read it when there's something I can't figure out in the amv (for example the concept, or some weird things in the song).
If I like the amv I always read the comments, expecially if I am going to leave an opinion (as SarahtheBoring said, it's a good way to avoid being dumb), and I always read the lyrics, yeah I am Italian and I need them most of the time, you have to consider that there are people for the whole world here

I generally read the descriptions before downloading any AMV, especially if I haven't seen the anime and may need to know something about it to understand the message conveyed in thier project. I also take time to read serious/drama ones because they usually describe an emotion that either the anime or song invoked to them and or the reason they made that AMV.
One downfall to this however, and it may just be me, is that if you apologize for anything in your AMV in the description ie. "I am sorry for the subtitles", or "I am sorry for the video/sound quality" then I wont even read any further or watch your AMV. It is in my opinion lazy to not fix something before releasing you AMV. If you truly want to pass on an idea or emotion through your work you will perfect your work. I guess what I am trying to say is be happy with your final project, if you aren't then maybe you should change it until you are.

I tend to read descriptions of videos I enjoyed, or had to op; but only after I watched the videos themselves. I try to eliminate as much of the ever-dreaded expectation before watching a vid; helps you see things more clearly.
As far as my own descriptions, sometimes I doubt anyone reads them, but I tend to go with just a quick content description and, should anyone be actually interested, info on the what and how so that I don't have to answer too many questions later.
