(I've done up a <a href="http://www.aquilinestudios.org/mpegforcons.html">guide to encoding your AMV to MPEG for conventions using TMPGEnc</a>, in case it helps anyone.)
Just make a DVD-spec MPEG-2 and burn it twice if you're that concerned about making two different encodes.

Anime North needs DVD-movie discs "that can be played on a standard DVD Player". What dschlag007 needs is something to author movie DVDs...and a drive to write DVDs. Without a DVD writer, some software to create a VCD would be the next best thing.
Either Ulead MovieFactory or Nero 6 Ultra will do the job, although it's usually better to have TMPGEnc do the actual encoding rather than either of these programs.

DVD drives are dirt cheap now... buy a samsung 16x Dual layer at Newegg.com for $59 ;p Best performance and quality you can get at that price.

If you have the latest retail set - Nero 6 Ultra Edition - then you have the DVD authoring function (not a trial). I just tried it tonight for the first time: it works well enough. But I still prefer Ulead's MovieFactory which I've been using for a couple of years. It has more control options, for one thing. Also, the burned surface area from the Nero disc looks like it is 4-5 times greater than the burned area from MovieFactory - for the same video. I don't know what Nero was putting on there. BTW, if you look at the specs for the newly released MovieFactory 4, it appears they are gunning for Nero's market. A bunch of new stuff including some minor editing functions. (Nero 6 already has a video editor that is similar to WMM2.)
