I don't know what all sp2 changes, but you can check your IE settings in 'tools,' 'internet options' and then 'privacy' - set it to 'accept all cookies' and make sure you don't have any sites marked in the 'security' option.
For the 'downloading too soon' error, you can usually close your web browser, clear your cookies (and go to 'settings,' 'view files' and then delete any cookies that remain there). And open a new browser to try again.
Otherwise you can try a different web browser like Opera.

/this should have gone in the 'Site Help' forum

If you had scrolled down to the Site Help forum, you would have fround a thread entitled "HELP: Downloading too soon after last download" or something like that. Anyway, here's the answer:
Props to Badmartial arts on this one, its unnecessary to switch to Firefox or anything else, just do this;
here's how to fix it.
Tools/Internet Options/Security tab
Click on "Custom Level"
Scroll through that list until you find "Automatic prompting for file downloads" Click on "Enable" under that. Bam. Easy, right?
Life's short.

As soon as u try to download, a timer starts running. However the auto-blocker from windows blocks the download. When you click the confirmation, usually very soon after the timer started, the page will reload. Since the site thinks you try to download it the second time in a short while, he will block it. It could propably be solved too by simply waiting a minute after you get the confirmation... However the solution by BMA s probly better

You're better off switching to Firefox in the first place anyway. It solves a lot of other, mostly unrelated, problems.
In short, BMAs solution works, but it's inferior to the Firefox solution.
