Music almost always comes first with me. I may have an anime that I would like to work with. But concepts are usually born of music, if not a specific song, then a specific genre.

AMV ideas usually hit me while listening to music. Suddenly, I'll hear a parallel with an anime in a song, then I'll listen again and place more possible ideas to the music as I go along.

Sometimes, I notice a song that works while watching an anime, not always, though.

create the idea then try to find an appropiate song, i do this once in while,
but like everyone esle most of the ideas come to you when you are listening to something

Music for me too. When I listen a song and some anime scenes pop into my mind I know there's something to work on... and after that another concept is born. Some people say that it's scary that stuff like Shingetsutan Chocolate was born this way. *shrug*
Only times I do it the other way around is when we have conversations about "what song I should use for this anime?", but those ideas are mostly so forced out concepts that they basically just... suck.

I do it both ways, but it's definitely easier to find the right music first. I could spend forever hunting for the perfect song to match an anime or concept, but if I already know the song, I could just look over my sources and think hmm, this could work. I think it's because we usually don't edit the music in an amv to fit the concept. Video footage, on the other hand, can be spliced and molded into whatever message we want.

I'm guessing that nearly everybody is going to say music, but I, myself, have an anime that is currently on my computer and listen to songs until I find one that suites the show a little. If I can't think of any anime to match with a song I like alot, I just somehow adjust it into a Naruto AMV "like my Rockamon Lee vid with the Pokemon Theme song........ yes, it's weird."

I say Music first, because well...Without music, it wouldn't be "Anime music video" and to have an "Anime music video" You need anime.

Anime + Music = Anime music video.

Music comes first mon. And then the anime that best fits the song. ^^
