Would it be ok to make an AMV that...
Had the anime in it (i'm going to be using GTO) but there was no music, only voice acting? Not the original actors, i'm saying like.. if me and a few friends subbed in our own voices, lip synched it and made a parody out of GTO with it etc.
maybe have music for the ending credits?

If they plan to cut the anime footage up and 'parody' the anime by telling an original story (not in the anime), with their voice acting as the 'audio', it's no different from the project VoR is planning. I don't recall him getting any complaints in his thread for wanting to call an 'original dub with anime footage' an amv.
Now, if they just want to use the anime 'as is' - meaning without changing the order of the footage - then no, it's a fandub and shouldn't even be listed on this site, whether it's a funny dub or not.

But we have trailers that are entirely talk, no music, and we label them amvs.

Mostly I'd say the length would be a big factor here.

GreenJinjo made an AMV of GTO to a comedy routine to Little Tortilla Boy, it showed at AnimeD and got 1st place, so doesn't that prove right there that said amv's can be.. well, amv's?

that's because it's still doing it to a soundtrack of sorts... Real Fan Parodys are a lot longer and basically have thier own dialogue created to tell a different story (or sorts)....
