is there a sequel to "Kareshi Kanojo No Jijou"?
at the end of the 26's episode it said "his and her circumstances will be back"
will it really or has it already been released?

No, there isn't. The manga goes on, but there's been no word on anime production continuing since the season ended a few years back.
The lack of ending doesn't change the fact that it's my favorite series, but it's clear that it just didn't really end. Oh well

Unfortunately, there is no sequel. Anno and Gainax wanted to continue the series, but for whatever reasons they could not.
That being said, the ending to the anime series was done craftfully to provide an easy conversion to the manga. If you want to continue the story, just get volumes 7 and above of the manga. You'll be in roughly the right spot.
(10 volumes have been released so far in English, I believe there are like 18 or maybe 17 volumes in existance, in Japanese, thus far, and the series is not over yet)

They've got up to volume 13 scheduled for release (13 is coming out in January, for example), and spots for eventual links to volumes 14-18.

I heard at one point (I don't remember where) that the manga artist didn't like the direction it was going in the anime.
*shrug* Frankly, I found the anime boring anyway, though I was actually kinda sad when it ended--it stopped right when it was getting good.

Basically up until recently Gainax produced all of their home stuff on a budget of almost nothing. They went broke near the end of production, much like they did with Eva. Why do you think there was so much avante garde crap near the end? They weren't tryin' to be artsy, they were trying to save money on production costs.
