bullet time
does anyone know how to do bullet time with 1-3 digital cameras, or dv vid cams? lack of money that is... yeah i know this doesn't have to do with anime, but i need help...

I don't think it would be possible to do anything like jumping into the air and having the view circle around you... but if you are doing something simple... like say just punching a guy or whatever, have the actors perform the action in slow motion, then find a way to make the camera circle around them quickly. Usually I think there would be a track that the camera slides across, but I guess maybe you could run around them really fast if you can manage to hold it steady.
Keep in mind that I've never worked a camera in my life, so I might just be talking out of my ass.

Normally they would use special extremely high FPS cameras that capture over 100 frames a second. Thus anything videotaped, when played at normal fps would be in slow motion. Also variable speed, going from normal FPS to high get's that 'going into' bullet-time that people like a lot. This setup also require the cameras on coasters custom tracked for the scene....
The exact opposite of such a thing would be to move the camera fast while recording at normal fps and going back and slowing it down. However timing would need to be incredible. At the point in which the camera moves would have to be proportional to the slowing speed of the video.... which probably makes this method extremely improbable for any situation.
Anything evolving not moving the cameras will take some editing skills that I lack 100% of... ^_x Hey look! I didn't help at all.... -_x

forgot to mention there are other methods including using blue screens and such along with CGI but that also escapes me.

vegas 4 is the greatest video editor ever
(note that tutorial is actualy for vegas3 , but ya shouldnt have any problems using it with vegas4 )
