Personally I don't care about the animation technology, I do love some series with that high tech animation look, though I consider them to be "over-animated" For me, eye-candy is good looking characters, or cool looking characters.

in a anime you need to balance your animation and your plotline. A anime could have superb anime to the point where you drool when you watch it cause it's just that awesome but then again it could have a plot that's so stupid that the drool your drooling is from you sleeping.

I see the rise in animation standard as being similar to using dvds rather than tapes in making amvs. In the past it may have been difficult to get good animation - so the anime with the best plots sometimes had the worst animation. But now the average animation is lovely. Even an anime with a complete lack of plot can have lovely animation. This means the standard (average) is higher - so there's less excuse for the anime with good plots to have shabby animation. It would be like going the cheap route and using vhs when everyone else is using dvds - it won't kill the plot, but it will make the anime weak compared to others with good animation *and* great plots.
For the older anime, I don't mind animation being bad - I know the standard back then wasn't very good, so I take it as a given. Now it's far too easy to have 'eye candy' - good animation - so skimping that is close to laziness in my eyes. It would be a step back - like making a great television with a dvd & vhs player combined into the set - and having it be black and white. That's a waste - the standard is higher than that, so it isn't as easy to pass up as "oh, they can't help it".
Yeah, I take for granted that animation should be good - some will still be better since budgets differ, but I wouldn't accept a badly animated series that comes out in 2005 - no matter how good the plot is. Bad animation would ruin it - showing that they didn't put forth the effort to keep up with the current standard. Animation is easy - it's like quality in amvs - it doesn't take creativity, it doesn't take a great writer, anyone can make a pretty anime. I don't see any excuse to slap crude and lazy animation onto a great story - it's making the best television be a black and white set - a waste - and a big step back.

uh... as for eye candy - it's not something I mind. However, I don't think we're threatened with the extinction of plot anytime soon. The computer boom will that produced so many animation advancements is, at least in my prediction, starting to slow down. I think the animation improvement will slow down considerably soon, and hopefully that'll force more producers to seek more creative approach.
But wait, I don't really think anime plots are dead. Naw. There's more plot-light eyecandy anime around, yea, but there's still quite a bit of good stuff around.

The Birds are using humanity in order to throw something terrifying at this green pig. And then what happens to us all later, that’s simply not important to them…
