You probably need to look more at the practice of dubbing.
My Japanese instructor actually used to work doing dubs of Chinese films into Japanese. He told me the key is to replace the dialogue with the same number of syllables as was in the original dialogue. This can make for some creative paddings of the dialogue rather than accurate dialogue. Also sometimes he had to used slang contraction when things were too short.
Ocean Group, which dubs for Viz and others, has a system called Word Fit. Similiar technique may be your best bet. All the voice actor's recordings are digital. Wordfit can basically speed up or slow down their speech to match the animation of the mouth in anime. The fact it does this without changing their pitch is amazing.
