Ok, I've figured out IVTC, small question about framerates..
I've figured out how to deinterlace the footage properly now, and I've just got a small question on framerates...in the suggested AVS script to feed to VirtualDub to deinterlace the VOB files it has the line "AssumeFPS(24)". Playing through the file in MediaPlayer without that line in there, it seems to play much more fluidly as such, and when you take into account that I'll likely be speeding up and slowing down clips as I move along anyway, I was wondering if it was really neccessary to reset the framerate in the file and/or Premiere while working with it and then putting it back at 29.976fps when I'm done as opposed to just leaving the AssumeFPS line out and working with it as it stands. Thoughts?

So what are your options? Well, we've come up with a fairly good solution to this dilemma. Basically the idea is that you make a slightly faster version of your audio, edit at 24fps in premiere and change the video to 23.976fps later and reattach your original audio.

^_^ This is why you have to use 24 fps if you're working with Premiere.

I'll give that a shot, probably the best method for my current project anyway.
The reason I was asking was actually because I want to remaster my two existing videos after this project, and I made them with 29.976 interlaced footage, so I was thinking that perhaps I could just simply deinterlace the footage and apply it to the other projects (taking the time to debug the clips, of course, but at least in the old project they're already measured out and timed, a headache I'd much rather avoid by having to do a new project in 24fps)

I'm confused. When you say 29.976, do you mean 29.97 or 23.976? Because 29.976 doesn't exist as a standard framerate as far as I know, and you wouldn't <i>want</i> to put it back at 29.97 when you were done if you had edited at 24. There's really no point.

Ack, that sounded stupid and unclear. What I meant was: the IVTC takes it from 29.97 down to 23.976, and then the "AssumeFPS(24)" bumps it up to 24 because Premiere can't edit in 23.976. You don't have to have the footage as 24fps. The assumefps(24) line is really not needed, because if you work on a 24fps timeline/codec-output in Premiere, the footage, whether it is 30, 29.976, 25, 23.976, it gets translated to the timeline as 24 fps. Now, translating from 23.976 to 24 is alot less mess than 29.976, but thats my point. Why use an extra processor-stabbing AVS line when you don't have to?
