Not a time period, since some anime vids use anime that may increase in popularity and get a sudden flood of downloads after more than a month of being here. But the star ratings should be of some use. It would be like the banner votes - once 100 star ratings (or 200 if you want to be absolutely sure) have been given, any vid that ranks at 1 (or maybe even 2) could be weeded out. That isn't the same as elitism - you aren't cutting things out because one or two people think they aren't worthy. It would be more like 200 voting members gave the vid the very worst possible score.

But that's only if the org really *does* suffer a sudden backwash and need to be filtered. I'm quite satisfied with the way it is now - 'archiving all amvs' regardless of whether everyone likes them or not. Whether it's a rush of DBZ, a rush of Love Hina, a rush of 'Bring me to life' - it doesn't matter, they're all accepted for being what they are - amvs.
but how do you prevent the creator from renaming the deleted video and uploading it again?

The same way you prevent a creator from uploading videos that violate the content rules - hope they get reported and that the warning against it stops most people from doing it. :?

Or abused - you'd get people rating videos low out of spite just to get them thrown off the Donut. Bad.

Not to mention the fact that for some reason people like to give crappy dbz videos high ratings, and decent videos lower ones. My worst dbz video has like a 3.60 star rating :|
Everyone is not the same as you.
Get over it.
And lighten up.

But you also have people who download dbz vids for spite just to give out 1s without bothering to watch them. I've made some good (if I do say so myself) dbz vids and had the first star ratings be 1s - I know there's no way the people who gave those watched or rated them with any responsibility - they gave the score because of the anime, not the video.

You get that with anything. The more stars a video gets, the more accurate it is. Even my 'ruined by nature of anime choice' videos rise very quickly once people actually watch them - so those early hate scores matter very little in the long run. I'm sure the top ranking videos have recieved more than their share of 1s from people who hate them (jealousy mostly) - but they have so many the 'off' scores don't matter.

[And anyone willing to make 200 accounts in order to keep his/her vid with a high star rating deserves to have it left online - any idea how long that would take?! You have to give someone like that credit. :? ]

This topic is a loose one in that it cant be salved with simple "get rid of these" mentality. AMVs are AMVs enjoy them as you will. Yes I agree, DBZ vids can be overdone, but there are those that are good. As this Fan form grows in popularity, there will be more and more people making vids for the first time, and not all of them will have talent or the patience to create quality work. Just like fanfictions there are a tone of people that make bad ones and there are a few that make good ones.

Why not have videos that aren't downloaded for 2 months or so just get dropped from the server? Plus new videos = new members = more potential donars = more money for the donut. So I figure it all works out in the end.
The best effects are the ones you don't notice.
