I've only played FF I, Japanese III (hacked rom), V, X, and I'm working on VII.
I liked them all, III was better than V I think.
X was really good. Yes, there where a lot of CG sequences, but the story was as good as any serious anime. It also had some new innovations in game play that it's predecesors lacked. Probably my overall fav of the ones I've played, but I'm still working on VII an have yet to start VI and a lot of people like them better.

Easy. One of the only Final Fantasies that wasn't slightly above average/mediocre:
Final Fantasy VI (or III
)
It had the best story and the most character development and all within a 16-bit package and no cinematics and non-sense. Given cinematics can be used effectively too.
Given it falls apart during the second half, but what Final Fantasy doesn't? No seriously, I don't mean to sound mean, but almost every Final Fantasy is amazing half-way through and then after the world ends (or some catastrophic event), the rest of the game is either: 1) Leveling-up or 2) Finding your characters (or more character). There is no more development of the story past that point. Think about it and then you realize it's true.
I am 100% behind Sarah on this one. Go play the best RPGs:
Lunar 2: Eternal Blue
Suikoden 2
Xenogears (well the can't really call it a game since the gameplay is ass, but the story is top-notch).
BTW sorry for the FF bashing, but people really need to expand their horizons and play some other non-FF RPGs. Then they'd realize that Square games have been going downhill since the early 90's. Well it went slightly up from VIII since VIII is God-awful and it's hard to be worse than that.

FINAL FANTASY TACTICS is the best game I have ever played (and yes I have played the very good Ogre battle about 6 times over (multiple endings)), and I could rant about why I think this, but I dont consider FFT to be a true final fantasy game, just a spin off. I have played and beaten all TEN final fantasy games (including the dissapointing II and III [on NES dont kill me!].
As far as which one is best, I would would agree with anyone who says (all numbers japanese) 4,6,7, and 9. In my view they are in a 4 way dead heat.
4 was once my favorite game of all time, and 9 made me almost cry (it redeemed the series after 8 was too experimental (but still ok by all means)). I had ULTRA high expectations for 6 after playing FF4 just months before FF6's September 1994 release, and 6 STILL blew me away.
All that being said, I'm giving the tie breaker to ff7, because it took final fantasy from being an extremely powerful, make or break franchise for the SNES, (it was once, and maybe still is, the most coveted videogame franchise in the console wars, as every system FF has been on has been the dominant system of its time [NES, SNES, PS, PS2]), to making it a HOUSEHOLD name. FF7 was the greatest blockbuster of its time. It was surreal, going to the supermarket and seeing a cardboard cutout of cloud over a stack of PEPSI (coke later bought up the franchise).
When so many other classic series from the 16 bit era (which had been so dominant) had to make the leap to 3d, they found that instead of a world of new possibilities, they had trapped themselves in 2d gaming, and died a miserable death in the 3d era (Megaman anyone?). Final Fantasy to this day stands alongside Metal Gear as the only (action adventure or rpg) series to actually improve from its 2d counterparts. FF7 was the most challenging FF to make as it had to deal with the unprecendented idea of a 3d rpg, and for it to even compare with the likes of 4 and 6 really says something about its greatness. 8)

You can find Lunar 2 for fairly cheap, but Suikoden II and Xenogears...good luck. I hear they go on eBay for like 80 bucks now. But seriously, you should try and find them. They all blew me away. Sure they don't have fancy 3-D cinematics, but they have 10x the story/character/depth of any Final Fantasy ever made.
You can't deny that almost every Final Fantasy is formulaic and lately their goal has been "prettiness" and style over substance.
These games are good old RPGs and rely on the things that define what the genre is.

If I were to revise your post, I'd simply remove the word "EVER"
and Xeno Gears didn't do it for me.
