You could use the ratings of the animes, but you'd have to rate differently according to the scenes used *from* the animes. For instance, I'm guessing Hellsing has a higher rating than Sailor Moon, but if you do a Hellsing vid that's mostly facial expressions and no violence (it *can* be done, though all I've seen were violent), then you wouldn't want to rate it as high as the other Hellsing vids. And the same for other animes - Rurouni Kenshin can be quite violent, but you can do a funny vid that's PG or even G by picking the right scenes. And then there's the multi-anime vids, you'd have to either take the highest rating (from the anime included that's rated higher than the others), or do it according to what scenes they used from each. :?

Phade, check this out. I came out with my own guidelines they have to follow. They're pretty strict, but I think they work quite good.

G
General Audience. All ages admitted.
Video contains nothing most parents will consider offensive for younger children. nudity, sex, or drugs; minimal violence; dialogue may go beyond polite conversation but do not go further then everyday expressions.

PG
Parental Guidance Suggested. Some material may not be suitable for children.
Video may contain material parents might not like to expose to their young children. Notes the absence of sex scenes or drug usage; may contain brief nudity, moderate horror, and violence.
Nudity may only be done in a tasteful manner. No groping, topless scenes only. Violence can not go beyond street fighting style. In other words, no excessive bloodshed or amputations. No vulgar language.

PG-13
Parents Strongly Cautioned. Some material may be inappriopriate for children under 13.
Notes the absence of rough or persistent violence and sexually oriented nudity (generally); may contain drug usage or vulgar language, but not excessively.

R
Restricted. Under 17 requires accompanying parent or adult guardian.
Video contains some adult material. Parents are urged to learn more about the video before allowing their children to see it. Rating due to one or more of the following: vulgar language, theme, violence, horror, sex, drug usage, moderate sexually-oriented language.

NC-17
No One 17 and Under Can View This Video.
Video is adult in nature. May contain explicit sex, sexually-oriented language, or excessive violence. The NC-17 designation does not, however, signify that the rated video is obscene or pornographic.

So Phade, what do you think of these guidelines? I honestly think they are fair.

and I still don't see how it will be possible to stop all underage kids from going into R rated movies.

It's impossible, but all we can do is try our best.

that might work with some, might not work with others. A lot of people don't actually put their real birthdate when asked online. Like you suggested...lie to 'em! That might work.

Here's an idea, have a board of 10-15 people(as was said before) but have it be an "on call" basis.

For example, someone makes a vid that is, well let's just say it's full of blood, boobs and occasional sex innunedo(sp?). The creator doesn't know if it can be put on local or not, so it puts a notice to the board members (which can be annoymous) to view their vid and give a verdict.

Although, how to make it annoymous and fair would be the tricky part.
*shrug* That's my idea, do with it what you wish.
