DragonBall movie 3 ("Mystical Adventure") is available on DVD. DragonBall movie 2 ("Sleeping Princess in Devil's Castle") is currently only available dubbed on VHS, but the DVD is coming soon. I believe they're also going back to re-dub and subtitle movie 1 for a DVD release.
DBZ movies 1-3 are available on DVD distributed througb Pioneer. DBZ movies 4-6 are currently available on DVD distributed through FUNimation; I believe movie 7 comes early next month. Movies 8 and 9 are also planned for this year.
As for the rest of the movies...
They ARE available on VHS in their original Japanese release. CDJapan still has most of them in stock, I believe (as does amazon.co.jp). The LaserDisc releases are a little tougher to come by, but can be found by doing a little searching on these sites (and sometimes eBay).
If you're looking for fansubs... most legit fansubbers took DBZ off their lists YEARS back when FUNimation finally announced they were going to be releasing billingual DVDs, and *asked* the GOOD fansubbers to stop distributing them, and *TOLD* the bootleggers to shut down.
I know that poor quality "digi-subs" (not even digi-subs... just captures of bad VHS) are floating all around the P2P programs.
You're better off just waiting for the official releases. At least you'll know Steve Simmons has translated them, and not some idiot at Anime Labs :P.

Oh, yeah... they're all definitely gonna get released. Here's a breakdown of the American-release titles:
DragonBall movie 1: "Curse of the Blood Rubies"
(note: this movie is available dubbed-only, and that's not even the actual name of the movie; the original title is "Shenlon no Densetsu"; I believe they're planning on going back and releasing a correct translation of this movie)
DragonBall movie 2: "Sleeping Princess in Devil's Castle"
(note: this movie is currently available dubbed-only, both cut and uncut; there are confirmed plans to release a DVD)
DragonBall movie 3: "Mystical Adventure"
DragonBall Z movie 1: "Dead Zone"
DragonBall Z movie 2: "The World's Strongest"
DragonBall Z movie 3: "Tree of Might"
DragonBall Z movie 4: "Lord Slug"
DragonBall Z movie 5: "Cooler's Revenge"
DragonBall Z movie 6: "The Return of Cooler"
DBZ movie 7, "Super Android 13," is being released February 4th. Official English titles for the rest of the movies have not been released. There are, however, three DB movies, thirteen DBZ movies, and one 10th anniversary movie total (not counting TV specials and other assorted programs).
