If you're saying it to someone it means "I like you", but it tends to be associated with a much stronger "like" than in English ("I LIKE you like you") so it's often translated "I love you". Really common in romance anime when a character is confessing to their crush, haha.
I saw this during the livestream for MomoCon and really enjoyed it. I haven't seen this anime but it seems like a perfect choice and I got the story right away.

I agree that the scene selection and the lyric sync were great. The vertical and horizontal wipes should have felt cheesy but they felt right on the style for this and I enjoyed them. As for things to work on, there were some sections that the cuts felt late to the beat. There were also a few moments like that one mentioned at 1:44 where the internal sync wasn't quite on. I'd suggest making more use of time remapping in spots to get the animation to suit your music. You can speed up certain actions to hit a little harder or faster to make sure they sync (I don't really recommend slowing down footage, it almost never works, unless you're interpolating frames; I also try to avoid speeding up too far past 150% because it will look obviously sped up).
