Hello! I haven't watched the Seraph of the End anime yet, I was mostly reading the manga for a while, so it's interesting to see the characters animated.
I think it's okay, the timing is working for the most part and I think the mood of the song goes well. I liked the sequence around 1:18 with the internal sync bits.
Some of the filter effects stood out to me a little too much. The high contrast in the beginning had me squinting a bit. Some of the effects like the old film footage effect with the lines were a bit distracting, and I wasn't sure what the purpose was. There were a few fades to black that held too long.
There were a lot of instances of time remapping where the extremely sped up time made the animation look jerky and unnatural... generally I try not to go too far past 150% speed or you get this look. The worst example I saw was around 2:17, where one character (Yu?) was talking while being carried... lip flap can be kind of distracting, but extremely sped up lip flap is REALLY distracting, so I'd try slowing that back down or replacing it. If you're trying to hit certain cuts or movements and want to avoid doing a lot of time remapping, I recommend just chopping up the clip more and using just the bits you want. Create artificial cuts or even camera movements if you need to to get more movement instead of speeding up the time.
