I was expecting non anime... imho there should be a non-anime as there are at least 4 solid videos that would fit this.

I have no knowledge of past years, but is it the case that the final categories were deemed to offer opportunities to videos nominated in categories that did NOT make the cut? In this case, there are non-anime videos the judges felt are very strong contenders for another category and therefore don't require a special non-anime category to receive due attention?
