First video was good. 'Fit a heckova lot more with Rose of Versailles than with your scene selection in Gurren Lagann, that's for sure. Good clip choice. I suggest working on timing next time, though.
And I couldn't get into the second video, really. 'Song was too slow for me and the clips were way too long.

Do you Hear the People Sing:

You improved a little on lip sync, but it's still off by a bit here and there and has a few flickering scenes with it here and there. More importantly though, some of the lip synced bits were just boring to watch, like :22-:28, which were just watching a guy's mouth move. But the one right after that (with the man shaking his fist) had some better movement and feel to it, and was a well selected scene.

Had some good scene selection, but had a few iffy bits with it too. I think you need (like Eka suggested) better timing and sync, however.

Plus, these people singing are very passionate, but the anime and sync just lacked a little passion/impact that the song had. You've really gotta work on matching that better and flowing with how the song/singing changes over the entire experience.

It also ended very abruptly with no real closure.

The Gurren Laggan video just didn't do it for me on any level. I'm sorry, but I do want to be honest here. :(

The scenes were far too long and didn't match the flow of the music by any means. In fact, it looked like the one episode from the series set to one song. Then, out of nowhere, the AMV fast forwards to the ending of show?

Lip flap was a prominent problem as well.

Instrumental is a hard genre to edit with, so I suggest doing a little more research into the genre for the future.

First
More importantly though, some of the lip synced bits were just boring to watch, like :22-:28, which were just watching a guy's mouth move.
The character who was talking was Bernard Chatelet, who fits the song perfectly, If you know who he is. In that scene he is making a speech for the ( Estates General) That part was actually my favorite part of the AMV, Because it was a speech to the people of France.

Second
has a few flickering scenes with it here and there.
The Rose Of Versailles is from 1979. So my raw's aren't the greatest.
It also ended very abruptly with no real closure
The ending was Oscar, dieing for Liberty, equality, and fraternity, just like the college students.

1) Not that the character wasn't fitting (I thank you for explaining that), he just lacked real movement of his body, which makes it hard to watch as a viewer. Maybe a different scene might have done a better job? One where he's looking more passionate about what he's singing?

2) Not the literal quality of the video that's flickering. I'm fine with older footage and I realize their difficulty for making quality modern videos. ;) What I'm talking about is like at :27, where his face gets a lot bigger very quickly (where I think you might have freeze-framed to make his mouth stay open for the aaaaah part).

3) I should have tried to have been more clear on this. Let me explain a little better of what I meant. What I mean is that you didn't do much with the ending. It was a dramatic scene (especially after explanation), but he was introduced very quickly and I hadn't seen him up to this point except in a few side bits. But we really didnt' see him "die", so much as slowly fall. The AMV ends on his face, without black fading out or any inclination of his death. To have added more impact, perhaps a black fade out or some sort of real big "clincher" of a moment. Or perhaps better creating/building up his powerful character throughout the AMV, so the audience can feel sad for him when he does die for liberties.

But all in all, you might want to remember that many people (myself included) haven't seen the Rose of Versailles. Sometimes you have to edit your AMV to tell the story you want to tell, from the perspective of having no background knowledge of the AMV in question. You did a good job of this for the most part (the AMV really fits the song well, and it can be seen pretty easily), but we can't be expected to know the backstory of every character on a whim.

Anyway, I'm glad you explained those things better to me. If you have any other questions, I'm more than happy to answer them. :)
