How about people just follow the rules? It's not like they're suggestions where you can bargain your way down to something you want.

Can our videos be 23.976?
720p is accepted.
720p has no NTSC standard for frame rate - NTSC does not cover HD material, ATSC does.

It's JUST technicalities, most devices and TVs will accept frame rates on either standard ATSC A/53 or ATSC A/63. Of course ATSC Standard A/72 covers the frame rates of both...wiki wrote:ATSC also supports PAL frame rates and resolutions which are defined in ATSC A/63 standard.

ok well there is a method to my madness with why I want all the videos at the same frame rate
to make things easier at con everything is authored as a dvd and if a video is at a different frame rate, all the videos after that video on the disk are thrown out of sync.

I can easily change the frame rate, but it just adds time and an additional step to the process as the best way I have found to do that is load the video into premiere in a project set at 29.97 and re-export it.
