How we can get an opinion if we have no local link?

My question is in the title of the topic.
A video without local link can't get an opinion?

Is there a way to get an opinion? A friend of mine try to let an opinion after downloading this video but he can't do anything.

Mmmmh... it did give an error to me too... it shouldn't be happening though, since the local has been hidden.
I tried to get the file on local through this link (strange 'cause I was sure I already downloaded it from local, but seems like I used a direct link before)

and after downloading it with that, the opinion panel properly showed up.
It should just be a temporary solution though, it should be possible to give opinions directly even without the local link...

I just changed it so local videos which are later marked as unavailable can still receive opinions.

Sorry but there is always a problem to let an opinion for my video.
The opinion page is accessible but apparently, few editors can write a comment but can't valid the opinion.
There is a new error message.
