refreshing the top 10%?

refreshing the top 10%?
i know there have been many debates over the scoring system on this site, this thread may turn into another one, but before that debate begins i'm just wondering if it would somehow be possible to refresh the overall 10% section in any way. i remember when i first found the org years ago and those amvs were the very first ones i looked out. a few new ones have managed to slide in (and koop now has both 1st and 3rd place taken) and while all the amvs there are good, there are honestly many other amvs which are better (and which seem to have better scores).
would it ever be possible to "refresh" the top 10% so some of the new great amvs can replace some of the old and great, but not as great vids?

I wonder if people are scoring harder on opinions in the last couple of years? I think I get what Jasta is saying, after looking at the top 10% of all time there are very few new videos on there, and yes I think there have been some new videos that probably deserve a spot up there (but it's all subjective :p).
humm I also wonder, now that there have been years and years of videos are new vids being rated lower on originality because it's pretty much been seen before (with only a few noteworthy exceptions)

I see both sides of the discussion here right now.
1st the new Top 10% has the filters by month and genre. This works well for it allows you to compare the videos that have been released in the past year. Now if you take a look at the overall you'll see a lot of older vids on that list. Some new ones here and there. However if you look at those videos and compare them with the videos they were released with at the time then those scores would be valid. You can't really down grade a video because it is older.
Example:
Love Hurts by Vlad has a mid 9 average.
vs.
Zetsubou Kira (Time Takes Us All) has about a mid 9 average.
Both videos have the same score but are from different time frames. One was made in 2001 and the other made in 2007. Vlad's video back in '01 was probably one of the better videos out during that time. Now Fuze in '07 with the same score has one of the better videos out during this time frame. However if you compare the two Fuze's is going to be more advance because editing has developed more since then.
So the new system works just fine so that way you can see which videos are the best in relation to the time they were released. And if the new videos are truely good enough they'll break into the Main Top 10%.

I think more if they are popular enough or have enough youtubers who dont know any better give them all 10 ops then they creep in there. It's not the scores (as Gene points out), it's the number of ops that matter to get a video into the top 10%. Remember that the scores are curved, therefore you need a ton of ops and people just don't op videos anymore (the QCs put the death nail in that). Unless you are a top editor like Koop or Chii, a video will rarely get enough ops to break the all time top 10% list.
