I would never watch a streaming video if I could download it directly to my hard drive. For one, I like having the copy right there so I don't have to go online and wait for it to load whenever I want to watch it.
Hasn't this been brought up a couple times in the Site Feedback forum? And shot down every single time?

This is also a big deal to me. Usually I don't care that much about video quality, but streaming is just beyond what I can enjoy. For example, a lot of what I like about Shinkai videos is that the art is so fantastic, so detailed and just plain gorgeous that it's easy to get lost in them with a high-quality encode. That immersion takes a huge hit with piss-poor streaming quality. With effects-heavy videos, too, I like to see all the little details. I want to add some more to what I just said.
I would probably watch many more amvs if they had a streaming option available. I hardly download any amvs these days. The thing is, I gotta sit there and wait a couple of minutes for it to download, then I have to watch it, then I have to browse to it on my hard drive and delete it, then I have to go back to the site main page and give it a star rating.
Because it turned out to be some piece of crap video that I didn't enjoy at all, and have no interest in ever watching again. Sure its not a huge hassle, but it DOES turn me off from downloading amvs, and I probably miss out on a few nice ones because of it.

you can post a link in the video description but I'm pretty sure the links section blocks streaming sites.

Then again, if I lived in some places, I wouldn't be online all that much either.
I understand New Zealand is rough for service. Hell I'd be outside as much as possible. I'm indoors here in Central Ontario because outside is nothing to get excited about.
