I don't see any problems here:
1) Find a people who want to join you
2) Take a semi-final list
3) Download all of the videos
4) Discuss them with your command
5) Announce the winners in each category one day before real VCA
6) Make a thread on ORG with alternative results
7) PR this thread
8) All the people will want to compare the results

Which is why I suggested earlier almost exactly what Turbo just did, only without the convenient numbering.
What I want is for Koop & co. to justify this. There's been precious little of that thus far, so I started with a few basic questions.

Turbo's list is fine...except maybe step 1.
Any single person can already write his or her comments on the VCA finalists and post them. The capability exists and the precedent's been set.*
Some people's opinions may get more respect than others, but any one's opinions will get read if it looks like they took some time and exercised some thought over their comments. (Decent grammar and spelling is a given, however. No one's going to wade through the unintelligible.)
BTW, this is different than the "submit opinion" feature in the database since it would be comparative rather than restricted to a single AMV.
And we might find that this type of commentary is more useful to and more popular with the readership than a simple list of winners.
* By precedents I'm referring to a list that godix put up some months ago and maybe JaddziaDax's list in the last newsletter - except that one needed more text. There is also the occasional topic where someone comments on all the AMVs that appeared in a particular contest.

And as long as it's not an "official" Org event, then I have no Issues with it (as it sounds like, according to Koop, it will not be). So, if it's not going to be, then why are we having this discussion anyway? Just do it ... All you have to do is make the thread like any other contest not put on by the org

So, what kinda promotion are you looking for? A post on the front page? A mention in the newsletter? Various submission forms for the contest placed right next to the VCA forms? (j/k on the last one... I can already see Doki dashing away.)
The administration will probably hold off on consenting to "affiliate" until you've worked out all the details of the contest. Right now people are debating the merits of the idea, but there's no telling how "fair" or "elitist" the contest might be without some concrete methodology.
Not to be pretentious about it... we just wouldn't want to jump into something that could turn into a logistical or damage control nightmare.

I'm hoping to write-up an outline of how the contest shall be run, which will include:
- category selection (which may very well be just the same as those of the VCAs)
- judge selection
- video nominations (looking most likely to be just the semi-finalists of the VCAs to make judging more manageable)
- judging criteria
and perhaps other things that will come to mind.
