Unless of course you're talking about the MPEG-1 version, for which the main consideration was getting the filesize down.
I must, however, protest the "senseless upscaling" bit; I always work in square pixels if I'm going to be using After Effects or lots of still images, so I considered that going from 720x480 to 848x480 would be the best, as it doesn't change the vertical resolution.
