I'm going to say the pointless teacher from Mahoromatic with the big boobs she's just freakin annoying and actually detracts from the show. Actually a couple shows now have this character type I hope it does not continue.

If you can find footage of her, Haman Khan from Zeta Gundam and ZZ Gundam.

Besides her personal grudge against Char, the fact that her goal is to revive the Nazi-esque Zabi regime does make her worth considering as an option. (plus, while I'm pretty sure he had a hand in at least an attempted colony drop)

Someone already mentioned Cima from Gundam 0083, but I'm mentioning her again.

Then... we have Ifurita from the original El Hazard OAV - Ifurita is more of a neutral force of destruction over evil... because she acts on a control program...

Ryoko from Tenchi Muyo OAV is another good one to mention. Before Ryoko gets to Earth, she's fairly evil (since she's being controlled by Kagato, of course)

I guess I'll mention B-Ko just because I dig her...

Tamazusa has a very cool evil vibe to her, but she's not evil... she's just a force of vengeance... and thanks to her, a true evil is exposed.

Although it's not anime, I'd like to include Hexidecimal from Reboot, just because she has a very cool character design.

That's all I can think of right now... not even sure if what it meets the requirements of what you're looking for.

Dilandau is a guy, the actual body transforms from female to male when he/she switches personalities. Don't believe me? Then check out Dilandau in that episode near the end where he isn't wearing a shirt, no breasts.

Anyways, I'm ashamed that you've all forgotten Karla from Record of Lodoss War, that's one evil ass bitch right there.

Oh and it's not as stupid as it sounds. Dilandau is truly one of the greatest (and psychotic) villains out there. The whole male/female thing is actually part of the plot and makes sense within the context of "changing fates" and whatnot.

Yep, Dilandau's whole story/character is definately my favorite part of Escaflowne. Fluxy's Fate video never gets old to me

I like him/her, but I like Folken quite a bit more. I like the whole redemption/Darth-Vader like thing.
