If you scan it and put it here...it's OK. But, to my knowledge, nowhere it's been written by someone with a right to decide that anime was only for japanese animation.
Moreover, it depends on the country, and this site is international...so...
In the US and Europe (at least France), Anime might mean japanese animation because of the pronunciation (the "e" is pronounced "é" so it sounds japanese)...
I think it's the only reason, and it doesn't have any weight...
And as it has already been said, in Japan I think "anime" is ok for any kind of animated stuff
Moreover, what is "japanese" animation ? Does it mean that the director is japanese ? That the characters have big eyes ? that all people who made the anime have a yellow skin ?
There are many corean cartoons too, that look like japanese animation, would you ban them ? And what about japanese Anime where only the director is japanese and all other people are coreans ?
What if one day an american cartoon looks like your favorite japanese anime , and that all the drawers are japanese, but the director is American....
Oh, wait, what about Animatrix ???

We should stop this discussion about what is anime or not, it won't go anywhere.
My opinion is still that US cartoons should be (and in fact, ARE) allowed on the donut. And all other thing that is not live action.
